Purpose. Internal rental rate schedule for the marine debris fleet acquired through the Sarasota/Ashbritt/FDEM project. Used to bill (a) internal JWTC projects, (b) HD Worxs co-contracts (subject to §1.D buyout election), and (c) FEMA / USACE / state DOT disaster contracts. Rates assume applicant-owned, fully operational, complete with required attachments — same convention as the FEMA Schedule of Equipment Rates.

Cost-Build Methodology

Rates are bottom-up cost-built per asset and benchmarked against the FEMA Schedule of Equipment Rates 2025. Recommended rate per asset is the higher of (a) internal cost recovery + 25% margin, or (b) 85% of the FEMA published rate, ensuring every billed hour clears carrying cost and remains FEMA-reimbursable.

Useful lives: aluminum hulls 7 yr · steel barges 15 yr · Farma cranes 10 yr. Annual maintenance: 10% (marine) / 4% (barge) / 6% (crane). Insurance: 2.5% marine, 2.0% crane. Storage: $250/mo boat, $400/mo barge, $100/mo crane (yard at 501 Bunker Rd). Cost of capital: 8% per §1.G of the HD Worxs/JWTC Co-Contracting Agreement.

Annual deployment baseline: 1,000 hr boat · 800 hr barge · 1,000 hr crane (~4-month active disaster season).

FEMA gaps to flag: Asset B-06 (twin-300 hp work skiff) is mapped to 8137 Debris Removal Skiff — a closer match than runabout/recreational codes. Asset B-07 (115 hp single) is anchored to 8131 Runabout but FEMA's 13.38 hp/hr undershoots a true 115 hp work skiff; cost-build rate prevails here. Farma loaders use 8822 Truck Loader as a proxy (no Farma-specific FEMA line item exists).

Rates assume applicant-owned, fully operational, complete with required attachments — same convention as the FEMA schedule. Standby/mobilization/operator labor billed separately.

Use & governance. This schedule governs JWTC's billing rate for the fleet listed above, regardless of project assignment. When deployed under FEMA/USACE-eligible work, the higher of (a) the JWTC rate or (b) the project-specific FEMA rate may be billed to the cost-reimbursable line. Under §1.D of the HD Worxs/JWTC Co-Contracting Agreement, HD Worxs retains the option to buy 50% of any asset at original purchase price; if exercised, that asset's billing is split per the co-ownership agreement. Standby (no-deployment) rate is 25% of the daily rate, capped at 30 days. Mobilization/demobilization billed at $4.25/loaded mile per asset transported. Operator labor billed separately at prevailing wage. Schedule reviewed semi-annually; FEMA anchor refreshed against the latest published Schedule of Equipment Rates. Insurance certificates of marine + inland marine coverage available on request.
